Could you change the make dependency from libssl1.1 to libssl3? Otherwise, I cannot install this package on Pop!_OS because libssl1.1 cannot be found on APT.

libssl1.1 is deprecated on Ubuntu 22.04 LTS (Jammy Jellyfish) and derivatives (which is both the latest current release and LTS release of Ubuntu), as mentioned on this Ask Ubuntu question created 4 months ago.
